Shane currently works at Albuquerque Plumbing, Heating & Cooling as the Assets Manager. Shane has experience with Corporate Security and supporting Government Programs. After attending the Academy, Shane wanted to give back and help support our Law Enforcement Community in any way possible.
Kimberly Fernandez is a Project Manager at Sandia National Laboratories. She manages and oversees projects from initiation to delivery with over ten years of experience in project management. Kimberly is a Certified Project Manager, Agile Certified Product Manager & Product Owner, Scrum Master Certified and Certified Knowledge Manager.
Kimberly has a Bachelor’s degree in Business Administration, with a concentration in Finance from the University of New Mexico. She has a Masters degree in National Security and Public Safety from the University of New Haven.
Kimberly enjoys running, traveling and spending time with family and friends. Kimberly participated in the 2015 FBI Citizens Academy for Albuquerque.
Tim is currently serving National as the Region 2 RCC/ Chapter Engagement Team-FBINCAAA. Most recently, Tim served as the Executive Director of the Alzheimer’s Association of New Mexico for the past 2.5 years and oversees 5 offices in New Mexico. Sheahan is the former President & CEO of the Boys & Girls Clubs of Central New Mexico. He comes with 35+ years of experience in the non-profit youth development field. He has extensive knowledge of non-profits, development resources, and operations by way of Boys & Girls Clubs all over the country from Seattle, Washington where he was born, to the East Coast and Midwest and finally 10 years ago to Albuquerque, NM.
Tim has his Masters Degree in Human Services for non-profits from Nova Southeastern University and has received many honors throughout his career for his dedication to the youth of our country. He has served on many national task forces and committees and is recognized as a national trainer in Board Development, Resource Development, and Staff Development.

Betty has served in a variety of roles since joining Sandia in 2000. Betty is currently the Business Program Lead, providing business expertise to the Sandia Radar ISR program and support to the 5340 business team to ensure consistent, timely and accurate planning, monitoring and reporting on program, projects, and indirect funds. Betty is active in several initiatives in our community: member of the Rio Grande Down Syndrome Network, participates in United Way’s Women United activities, and volunteers in other community-focused efforts.
Jeff has over thirty years’ experience in the design, fabrication, integration, field test, and deployment of advanced weapon systems with the Department of Defense and now with Sandia National Laboratories. Working with the Air Force he was the program manager for a space-based laser weapon development program. Working with the Army he was the lead engineer for a Presidentially-directed multi-national air-defense system development program from initial concept design through planning for operational deployment. He has obtained three degrees from the University of New Mexico and is a distinguished graduate of Air War College.
Lalita graduated from the Albuquerque Citizens Academy program in 2010.
Dr. Lalita Rao is currently a consultant to organizations and industry in areas of workforce and organization capability development, distance education and e-learning design. Lalita retired as Director of Fab/Sort Manufacturing College of Engineering and Senior Manager from Intel Corporation. Lalita is a recognized expert in Workforce and Organization Capability development with demonstrated success at Intel's high volume manufacturing operations.
As Senior Manager, Lalita also managed Intel’s Fab/Sort Manufacturing (FSM) Centers of Excellence for Learning, Performance & Infrastructure Solutions as well as Technology Transfer Capability for process technology capability readiness and knowledge management. In an industry first, Lalita forged Intel - Academic graduate degree partnerships with Maynooth University (Ireland), Georgia Tech, and University of Arizona for the benefit of Intel employees. She is also a Six Sigma Green Belt. Lalita has a Ph.D. from the University of New Mexico. She has published several publications and papers.
Lalita has served on the FBIACAAA Board as President, Vice President, and Board Member-at-Large for nine years. Lalita is also a recent graduate of the Citizen Police Academy (Albuquerque PD) and Alumni Member.
Joyce is currently an Associate Director of Admissions, Lewis University. She is a retired Detective, Albuquerque Police Department. In APD Joyce served in many capacities throughout her career but found her love in teaching the Drug AbuseResistance Education program and the Gang Resistance Education and Training program. Joyce has been a lifelong learner, pursuing two degrees as well as other interests; including earning a massage therapy license in the State of New Mexico in both massage therapy, and advanced master level massage techniques. She attended the American Coaching Education Program through the New Mexico Athletic Association to become a basketball coach.
Delfinia “Del” Salazar is the Budget Officer at Sandia National Laboratories. Del joined Sandia in 2003 and has served in Senior Manager, Manager, and staff roles leading operational, risk, and compliance teams and activities, primarily in the areas of finance, accounting, budgeting, supply chain, and audit. Del also served as Sandia’s Small Business Program Manager and supplier diversity champion, helping Sandia achieve nearly $800 million in annual small business subcontractor payments.
Del holds the professional certifications of Certified Public Accountant, Certified Fraud Examiner, Certified Internal Auditor, and Certified Government Accounting Professional. Del received her Masters’ degrees in Accountancy and Business Administration from the University of New Mexico (UNM) and her Master of Science in National Security and Public Safety from the University of New Haven. Del has served on the Board of Directors for the FBI Albuquerque Citizens Academy Alumni Association since 2020.
