Delfinia “Del” Salazar


Delfinia “Del” Salazar is the Budget Officer at Sandia National Laboratories. Del joined Sandia in 2003 and has served in Senior Manager, Manager, and staff roles leading operational, risk, and compliance teams and activities, primarily in the areas of finance, accounting, budgeting, supply chain, and audit. Del also served as Sandia’s Small Business Program Manager and supplier diversity champion, helping Sandia achieve nearly $800 million in annual small business subcontractor payments.

Del holds the professional certifications of Certified Public Accountant, Certified Fraud Examiner, Certified Internal Auditor, and Certified Government Accounting Professional. Del received her Masters’ degrees in Accountancy and Business Administration from the University of New Mexico (UNM) and her Master of Science in National Security and Public Safety from the University of New Haven. Del has served on the Board of Directors for the FBI Albuquerque Citizens Academy Alumni Association since 2020.

Shannon Muller


Shannon Muller, is a Senior Production Readiness Manager for the Department of Energy’s Kansas City National Security Campus (KCNSC) New Mexico Operations, managed by Honeywell Federal Manufacturing & Technologies. She joined the organization in 2014, has held a series of different roles such as, Lean Specialist, Operational Excellence Manager and now as a Senior Production Readiness Manager. Prior to KCNSC, she worked in the National Security, technical, and non-profit sectors in project management and business operations in fortune 100 tech companies. Shannon is a Six Sigma Lean Expert with more than 20 years of professional experience driving continuous improvement activities, managing diverse teams, and providing direction to teams and individuals with lean six sigma tools, project management, organizational development, change management, and coaching. She spent several years in Human Resources focusing on talent management, succession planning, recruiting, etc. She was recently recognized in December 2021 for the Volunteer of the Year by the Rio Rancho Regional Chamber of Commerce. Shannon earned her Bachelor of Science degree in Business with a concentration in Management and Master of Business Administration degree, both from the University of Phoenix. Shannon has served on the Board of Directors for the FBI Albuquerque Citizens Academy Alumni Association since 2020.


Shane Carr


Shane currently works at Albuquerque Plumbing, Heating & Cooling as the Assets Manager. Shane has experience with Corporate Security and supporting Government Programs. After attending the Academy, Shane wanted to give back and help support our Law Enforcement Community in any way possible.

Tom Jenkins


Tom Jenkins is a founding Principal and Qualifying Broker of REAL ESTATE ADVISORS. Tom brings over 30 years of experience in commercial real estate. With extensive experience in investment sales, leasing and tenant representation, Mr. Jenkins has developed a reputation for creating and enhancing value for his clients through the implementation of well executed real estate strategies. His knowledge and expertise in asking the right questions make Tom a trusted advisor and core team member in some of the largest transactions to ever occur in New Mexico.

Betty Glover


Betty has served in a variety of roles since joining Sandia in 2000. Betty is currently the Business Program Lead, providing business expertise to the Sandia Radar ISR program and support to the 5340 business team to ensure consistent, timely and accurate planning, monitoring and reporting on program, projects, and indirect funds. Betty is active in several initiatives in our community: member of the Rio Grande Down Syndrome Network, participates in United Way’s Women United activities, and volunteers in other community-focused efforts.

Ali Wagner

Events Coordinator

Ali has over ten years of experience in financial forensics, fraud investigations, and internal audit. In her roles at REDW as both a Business Valuation, Litigation Support, and Financial Forensics Analyst and an Internal Audit Senior Associate II, Ali provides litigation and analytical support in both criminal and civil proceedings. She has assisted in and prepared economic damages quantifications for various litigation cases pertaining to fraud, business interruption, lost profits, and insurance claims on forensic engagements and fraud investigations for state, local, and tribal governments and enterprises, commercial enterprises, insurance companies, charter schools, universities and religiously affiliated entities. Ali’s internal audit experience includes assessments of compliance with company policies and procedures and state and federal laws, assessing business risks and weaknesses that could contribute to fraud, waste, and abuse, and evaluating internal controls related to manual processes and well as IT-based processes.

Ali holds both a BBA with a concentration in Entrepreneurial Studies and a Master of Accounting from UNM’s Anderson School of Management. She is a Certified Fraud Examiner (CFE) and member of the Association of Certified Fraud Examiners (ACFE), as well as it’s New Mexico Chapter.  She has served on the Board for the New Mexico Chapter of the Association of Certified Fraud Examiners as the Director of Education since 2019.



Jeff has over thirty years’ experience in the design, fabrication, integration, field test, and deployment of advanced weapon systems with the Department of Defense and now with Sandia National Laboratories. Working with the Air Force he was the program manager for a space-based laser weapon development program. Working with the Army he was the lead engineer for a Presidentially-directed multi-national air-defense system development program from initial concept design through planning for operational deployment. He has obtained three degrees from the University of New Mexico and is a distinguished graduate of Air War College.

Betty Rosenberg


Betty R. Rosenberg began her career as a teacher working in Africa and Pakistan. Prior to returning to the United States, she traveled through the Indian subcontinent, including Afghanistan, as a photojournalist. After earning an associate degree in engineering, she was assigned by IBM to Stockholm, Sweden, working in R&D. After six years she returned to the U.S., obtained a graduate degree in journalism and went on assignment to Beijing, China, where for seven years she worked as a journalist and in various capacities at the American Embassy. After 34 years mostly overseas, she returned to Albuquerque in 2001 and worked at Presbyterian Healthcare Foundation in marketing and public relations until retirement in 2014. She was a founding member of the FBI Albuquerque Citizen’s Academy Alumni Association. She served as its president in 2012 and 2013 and continued on the board until 2016. In addition, in 2013 she served as President of Reform synagogue  Congregation Albert, the oldest Jewish organization in the state. Currently she is on the board of the Jewish Community Center of Greater Albuquerque, actively serving since 2014.  In January 2020 she rejoined the FBIACAAA board.

Joyce Montoya-Roach


Joyce is currently an Associate Director of Admissions, Lewis University. She is a retired Detective, Albuquerque Police Department. In APD Joyce served in many capacities throughout her career but found her love in teaching the Drug AbuseResistance Education program and the Gang Resistance Education and Training program. Joyce has been a lifelong learner, pursuing two degrees as well as other interests; including earning a massage therapy license in the State of New Mexico in both massage therapy, and advanced master level massage techniques. She attended the American Coaching Education Program through the New Mexico Athletic Association to become a basketball coach.

Tim Sheahan


Tim is currently the Executive Director of the Alzheimer’s Association of New Mexico for the past 2.5 years and oversees 5 offices in New Mexico. Sheahan is the former President & CEO of the Boys & Girls Clubs of Central New Mexico. He comes with 35+ years of experience in the non-profit youth development field.  He has extensive knowledge of non-profits, development resources, and operations by way of Boys & Girls Clubs all over the country from Seattle, Washington where he was born, to the East Coast and Midwest and finally 10 years ago to Albuquerque, NM.

Tim has his Masters Degree in Human Services for non-profits from Nova Southeastern University and has received many honors throughout his career for his dedication to the youth of our country.  He has served on many national task forces and committees and is recognized as a national trainer in Board Development, Resource Development, and Staff Development.

Sheahan is very active in the community by serving on or involved with the following:
